SOCIETY The Minister of Habitat, town planning and development of space, Taoufiq Hjira noted Tuesday in Marrakech, the strong will of all public institutions to give a new impetus to social housing which is a vital sector.

In his presentation, presented a communication on the new system of encouragement of social housing as defined in the Act of 2010 finance meeting, held in the presence of the Secretary of State for the Interior, MSâad Hassar and walis, Governors and representatives of the regions of Marrakech-Tensift-Al Haouz, Doukala-Abda and Tadla-Azilal, Mr. Hjira said that this site is intended to respond to an increasingly growing demand and renewed in social housing and to fill the gap previously recorded material.

The Minister indicated also that this sector suffers from a number of structural problems, among other things, the absence, the deficit and the excessive price of land, in the absence of urban planning documents where their inadequacy, or to difficulties in the implementation of management plans for the opening of new areas of urbanization and the creation of public servicesStressing the need to find a product that meets the capacity of low-income social strata.

The Minister has, in addition, deplored the deficit in the area of supply, because of the decline in the production of social and housing which has been estimated at 30% between 2008 and 2009, and lack complete supply in large cities, where there is a demand coupled to a waiver of the private sector to produce in this sector (social housing).

Such a situation, sued the Minister, has led to a downturn in the sector, including employment and investment, in addition to the emergence of some phenomena such as the speculation and the non-targeting of the families concerned.

And to add that if this situation continues still, will this lead, no doubt, the return with the force of the phenomenon of unhealthy habitat, especially with the proliferation of slums and anarchic habitat, noting that the will of the Government is to translate the high guidance of S.M. King Mohammed VI in this area, while providing medium-term, the realization of a prospective study (2010-2020), the establishment of national and regional observatories and pursue the mobilization of public land.

The objective, according to Mr. Hjira, is to consolidate the supply, control of the property market, to monitor the health of the sector by the strategic vigilance Committee, carry out institutional and legal reforms of the code of urbanism and construction and to update the law on the collective property.

It is necessary to have a clear vision in the medium term investment in the next 10, support for targeted families, the transparency of transactions, and the fight against speculation, he said.

Jointly organized by Ministry of Interior and Habitat, town planning and development of space, this meeting of communication aims to inform stakeholders of the Marrakech-Tenisift-Al Haouz, Tadla-Azilal and Doukkala-Abda regions on the new provisions taken by the Government to, at a time, to promote investment in social housing and households to access the propertyon the one hand and to encourage the actors to deploy the necessary efforts for implementation of these provisions, on the other hand.
