SOCIETY Moroccan workers, like their colleagues in the world, celebrate the labour day (1 May), in a context marked by a surge in prices of commodities, but also by a cycle of social dialogue, launched last February between the Government and the socio-economic partners, to achieve an agreement that will strengthen the purchasing power of the Moroccans.<br>

Caught between the Trade Union claims hammer and the anvil of a world crisis, the Government proposed, through this dialogue, a series of provisions to improve the living conditions of the Moroccans.

Some social measures proposed by the Government:

The Government offer is the improvement in earnings of employees in the private sector and officials at the completion of the legal arsenal relating to labour and public service among others.

Thus, officials, ranked from 1 to 9 on the scale of the public service, benefit, in this context, increased monthly salaries ranging from 300 to 459 dirhams on two steps from July 1, 2008.

Their colleagues classified in 10 scales and more will benefit, as of January 2009, in two tranches, of an adjustment of the salary net 432 dirhams at least, from the decline in the income tax (IR), which will increase from 42% to 40% and then 38 PC for 2010.

Officials could also benefit from an increase of the quota reserved for them in the internal promotion. The Government has proposed, in this regard, to bring this quota to 25% compared to 22% currently.

The income threshold exempt from the IR, currently set at 24,000 DH per year, will be inclined to 27,000 DH in 2009 before rising to 30,000 DH in 2010, according to the offer of the Government which also deals with the increase in family allowances, which will be generalized for the first time to farm workers.

These last two measures will also benefit employees in the private sector will benefit as well as an increase of the SMIG for 10%.

The envelope to the compensation fund in the 2008 budget law has been brought to 20 billion dirhams and it is planned to mobilise additional $ 10 billion to cope with inflation of prices of crude oil and grain markets.

These measures cost to public finances approximately 47 billion dirhams, or 44% of the budget for public investment.
